On bureaucracy

Blogging guru Peter Cresswell has an excellent collection of quotations on the topic of bureaucracy today.  Reading through them you soon realize that everyone hates bureaucracies, regardless of political persuasion.  For example, here's one from one of the Unholy Three of the Russian/Soviet Revolution (the other two: Lenin, Stalin):
Bureaucracy and social harmony are inversely proportional to each other.
